Menteri Pekerjaan Umum dan Perumahaan Rakyat Basoeki Hadimoeljono mengatakan bahwa acuan tarif batas dan tarif bawah harga air baku per wilayah diharapkan mampu mendorong pertumbuhan bisnis perusahaan daerah air minum PDAM. Sehingga nantinya setiap ada program [penyediaan air bersih] bisa dihitung dari situ," kata Basuki di Istana Wakil Presiden Jakarta, Senin 8/4/2019. Selain menetapkan batas atas dan batas bawah harga jual air bersih, Basuki menyebutkan pemerintah juga akan memberi dorongan agar pemerintah daerah dapat melakukan penyertaan modal bagi PDAM di wilayahnya masing-masing. Basuki yang disebut oleh Presiden Joko Widodo sebagai Daendels Zaman Sekarang itu menjelaskan pembenahan akses air bersih bagi masyarakat merupakan bentuk investasi pemerintah. Direktur Perumda Tirta Batu Mentas, Badia Parulian mengatakan, kenaikan tarif berdasarkan surat keputusan penyesuaian tarif yang berlaku pada 26 Desember 2022. “Jadi ini kami sosialisasikan, kan ada jeda waktu dari Desember sampai Maret,” kata Badia usai acara Sosialisasi Penetapan Tarif Air Minum dan Penggunaan Air Bersih PDAM Tirta Batu Mentas, Kamis 3/3/2023 di Ruang Sidang Pemkab Belitung. Lanjutnya, kenaikan tarif itu, terbilang murah Rp perkubik, dari harga sebelumnya, sebab harga air mendapat subsidi dari Pemerintah. Disampaikan dari Badia, sebenarnya Perumda Tirta Batu Mentas, untuk biaya produksi air itu Rp 10 ribu perkubik. Sedangkan untuk perusahaan menggunakan air lebih banyak, meski demikian, kualitasnya tetap dijaga. “Selama ini mereka pengusaha mengambil air permukaan, karena waktu belum tersedia di PDAM. Karena sekarang ada Perumda Tirta Batu Mentas sudah bisa digunakan, airnya cukup berkualitas, sudah lolos uji kelayakan,” beber Badia. Kìni, ujar Badia sudah ada beberapa perusahaan menggunakan berlangganan air dari Perumda, seperti perusahaan cold storage, pabrik es, dan Hotel.
